School Organisation Team
The School Organisation Team plans the efficient and effective supply of school provision to meet the strategic and local needs of the Education estate in response to changing demographic demand. The overall objective is to secure sustainable and viable schools for the long-term. This work is explicitly linked with the school improvement agenda and the need to address resource issues that impact on continuous school improvement.
The main roles of the team are:
- providing and maintaining key data sources that inform effective school place planning, including pupil projections at school, area and city-wide level and up-to-date information on the capacity of schools and the sufficiency of accommodation
- contributing to the Children and Young People’s Plan 2006 -2009 with regard to school place planning and producing annual updates of school and demographic data to share information with stakeholders
- developing strategies, including detailed proposals for structural change to primary, secondary and post-16 provision, that address surplus (or deficit) places and resource issues that impact on school sustainability and continuous school improvement
- supporting capital building programmes, such as Building Schools for the Future and PFI, and developments in the school estate to ensure that they reflect changing demographic demand and current agenda, such as extended schools
- Managing the consultation and statutory process in relation to proposals for structural change, ensuring that correct legal processes are followed in relation to the publication of statutory notices and submission of information to the LCC Executive Board
- Commissioning any further supply of places required as a result of proposals approved by LCC Executive Board
- Working with the Change Implementation Group to ensure that implementation of structural change is effective
- Developing strategies for securing external funding to enable capital works to be carried out at schools, including negotiation on Section 106 agreements with new housing developers
- Supporting schools wishing to make changes to their use of space which impact on their net capacity
