| Education Leeds 14-19 Team Over the past few years the Education Leeds 14-19 Service has grown significantly as a result of responsibilities emanating from the 14-19 reform programme and growth in the development and contract management of a diverse range of 14-19 projects. This increase in the scale and scope of the 14-19 workload is set to continue to increase in the future. The 14-19 Service work closely with the Young People’s Learning Agency (YPLA) on strategies and structural changes to educational arrangements for 14-19 year olds. The team are also working closely with staff in schools, FE colleges, training providers and voluntary, community and faith sector organisations and other agencies, as well as colleagues in other teams in Education Leeds and the Council to transform outcomes for young people. Members of the team are focused on improving the achievement and progression of 14-19 learners by providing the strategic and operational lead on a wide range of areas including: the development of 14-19 partnerships; introduction of the new 14-19 curriculum in particular the Diplomas; 14-19 Area Prospectus and Common Application Process (www.leedspathways.org.uk); funding and quality assurance of 14-16 off-site learning; learner support and the engagement of young people in employment, education and training. The Team are the first point of contact for Social Inclusion Service - they are responsible for co-ordinating administrative duties across all teams, responding directly to queries where possible, ensuring that appropriate referral is made where necessary. What
is ArtForms?
ArtForms is the music and arts initiative within Education Leeds. We are a
central focal point for all Leeds schools to access arts expertise, resources,
information, support and guidance.
There are 3 broad strands to our work:
Music
– a wide range of music tuition, special projects and workshops and live
performances are available to schools, delivered by a regular team of teachers
employed by the service and in partnership with other external musicians and
organisations. The Gordon Parry Centre in partnership with YAMSEN is a centre
of excellence and resources designed to support music making for pupils who
have special needs.
Artemis
– is a free service to schools allowing them to borrow from a collection
of over 10,000 artefacts to support a vast range of teaching topics. Linked
to Artemis is the Schoolroom at Armley Mills, which brings history alive by
allowing classes to experience life in a 1940’s or Victorian schoolroom.
Arts
Development
– promotes a range of opportunities supporting high quality learning in
and through the arts. Arts Development holds a large database of artist contacts
and a key aspect of the work is to support schools in developing and planning
their programmes and to identify appropriate artists. Schools can also apply
for a range of centrally developed programmes delivered in partnership with
artists and arts organisations.

Behaviour Inclusion Support

The Behaviour and Inclusion Support Team work in partnership with schools and other services to ensure individual pupils’ needs are supported. Individual pupils are effectively supported back into the most appropriate educational provision, preferably within their local mainstream school. Individual staff skills are enhanced and developed to support pupils with challenging behaviour. Effective advice and support is given to schools to manage whole-school behaviour initiatives and developments. Schools are supported to assess and develop best practice in individual and whole-school behaviour management.

Business Support Centre - Payroll Co-ordination

This includes all pay matters for individual staff, application of statutory notifications, accounting to pension and AVC providers annually, application of sickness and maternity schemes and statutory returns (e.g. 618g, Inland Revenue). Deaf and Hearing Impaired Team ( DAHIT)

The Deaf and Hearing Impaired Team ( DAHIT) work closely in partnership with
Children’s Services, Education, Health, Social Care, parents/carers, other
professionals and voluntary agencies including working in a multi-agency way
through the Leeds Children’s Hearing Services Working Group.
This team is specially trained to support Deaf children and young people children
from the point of diagnosis of deafness and works across the age range 0 -19.
This team is specially trained in the education of Deaf and hearing impaired
students and young people. We support Deaf children from birth to school and
into the transition to college and work. The Deaf and Hearing Impaired Team
provide specialist support for babies and young children from the point of diagnosis
of Deafness. Deaf children are supported in their education within their local
mainstream early years setting, local mainstream school or within a resourced
provision in a mainstream school. There are three schools that are resourced
specially for Deaf students and these are:
- Shakespeare Primary and Nursery School
- Cottingley Primary School
- Allerton Grange High School
The Deaf and Hearing Impaired Team Peripatetic teachers support a large number
of Deaf and hearing impaired children in local mainstream schools and Specialist
Inclusive Learning Centres ( SILCs ).
The Sensory Service is particularly skilled in promoting inclusion of Deaf
children and young people in education through a ‘Sign Bilingual’
approach to education and communication. This involves the use of both English
and British Sign Language as languages of instruction.

Deaf START

| Deaf START (Support, Training and Resource Team) is a Post 16 support service for Deaf students and forms part of the Sensory Service.
It consists of specialist staff who ensure access for Deaf/Deafened/Hard of Hearing
Learners at Further, Higher Education or Training Centres as part of the Post
16 and Lifelong Learning Service.
Students receive support in accessing their course work through British Sign Language,
English Support, Notetaking or Radio Aids.
The Deaf START Team provides training for educational settings in Deaf Awareness.

The Education Act 1996, Section 7, states that it is the duty of parents of every child of compulsory school age to ensure that they receive efficient full-time education suitable to their age, ability and aptitude and to any special educational needs they may have either by regular attendance at school or otherwise. The term “otherwise” incorporates the legal option of parents educating their child at home rather than them attending school. Education of a child is compulsory; schooling is not.

John Jamieson School, on behalf of Education Leeds through, a Service Level
Agreement. In making this provision, the HHTS works with children and young
people and their parents / carers, schools, health professionals and staff in

LCT - Learning Mentoring

The main aims are to provide volunteer mentor support to: - 13-19 year olds from the Aimhigher cohort who have the potential to enter HE but who are underachieving because they come from relatively deprived socio-economic backgrounds with limited or no previous family involvement in the HE sector;
- underachieving students who have the potential to achieve five or more GCSE grades A* - C or above passes but are borderline candidates.
Purpose of the Service: - provide volunteer mentor support to students within the Aimhigher cohort (Years 9 – 13) in 43 high schools and eight FE colleges;
- increase opportunities for disadvantaged groups to access post 16 and higher education.

Leeds Mentoring

Volunteer mentors: Leeds Mentoring (part of Education Leeds) manages "volunteer" mentoring in 43 Leeds High schools and 8 FE colleges, local companies and voluntary organisations. Volunteer mentors are recruited from a wide range of backgrounds including employees from the private, public and voluntary sectors and under/postgraduate students from local universities and colleges. They receive training and are matched on a one to one basis with a 14 - 19 year old student. They become a positive role model, offer an alternative work view and motivation. (Time comittment is 15 one hour mentor meetings per year )

Section 19 of the Education Act 1996 states, "Each Local Education Authority(LEA)
should make arrangements for the provision of suitable education at school or
otherwise than at school for children of compulsory school age who, by reason
of illness, exclusion from school or otherwise, may not for any period receive
suitable education unless arrangements are made for them." Children with medical
needs have the same rights of admission to a school or setting as other children.

Sensory Service consists of specialist staff who ensure access to the most inclusive educational setting for pupils and students with visual impairment and those who are Deaf/ hearing impaired. The Service offers a range of high quality services to Early Years settings, schools, colleges, pupils and families.

Teenage Pregnancy & Parenthood Team

The Teenage Pregnancy and Parenthood Team (TPPT) at Education Leeds work with
schools and other agencies to ensure that school age parents get the help they
need to be able to continue with their education. The TPPT works with pregnant
pupils and fathers to be, and with school age mothers and fathers, including 6th
form pupils. We have five Specialist Learning Mentors (SLMs) who work with school
age mothers, with one based in each Education Leeds wedge. We also have a Specialist
Learning Mentor who works with school age fathers (citywide). The SLMs liaise
with schools, families, and with a range of agencies to secure an appropriate
support and education package for the pupil, who will usually continue to be educated
at their own school.

The Education Transport team is responsible for overseeing the implementation of Leeds’ Policy for the provision of home to school or college transport for children and students prior to their nineteenth birthday and for the strategic planning of transport for children and students to their place of education. This includes door-to-door transport for young people with disabilities or special educational needs. The team that assesses whether mainstream children and young people are eligible for free or assisted travel according to the policy is now based at Metro, the West Yorkshire Passenger Transport Executive. Metro is also responsible for issuing Zero Fare SchoolCards (for use on public transport) and Zero Fare Boarding Cards (for use on dedicated school services) to children and young people who are eligible to travel without having to pay the appropriate fare. The Travellers Education Service provides teaching support and advice to all Traveller families in Leeds. These include Gypsy Travellers, Fairground, Circus, Bargee, New Travellers and more recently Roma Refugees and Roma Asylum Seekers. It also provides advice and support to all education establishments and other agencies as required. The aim of the Service is to ensure equal access and opportunity for all Travellers children in our nurseries, schools and colleges and also to those who are not on roll due to their transient life-style.This support is provided to directly raise Traveller educational achievement and indirectly by helping to break down the myths and stereo-typing that engenders the prejudice and discrimination that Travellers often experience. Visually Impaired Team

This team is part of the Sensory Service. It consists of specialist staff who ensure access to the most inclusive educational setting for students and young people who have visual impairment.
The Team offers a range of high quality services to Early Years settings, mainstream schools, individual students and their families.
The Visually Impaired Team staff are specially trained to support visually impaired children from the point of diagnosis of visual impairment. This may be from shortly after birth to school leaving age. The Visually Impaired Team staff enables visually impaired students and young people to achieve maximum inclusion in mainstream educational settings, encouraging them to achieve their full potential in all aspects of school life.
The Visually Impaired Team consists of three parts - the Early Years and Primary Team who support babies and children who have visual impairment; the Secondary Team who provide educational support for students in their secondary school; and the Access Team who provide technological support ensuring that visually impaired children and young people are kept up to date with the latest technology appropriate to visually impaired students; mobility support in which visually impaired children and young people learn how to move confidently and safely in their home, community and school environments; and Braille teaching and keyboard skills.
