14-19 Team

Over the past year the Education Leeds 14-19 Team has grown significantly from three to fourteen members of staff as a result of new responsibilities emanating from the Government's 14-19 reform programme, growth in the development and contract management of a diverse range of 14-19 projects and the Review of 14-19 Provision in Leeds. This increase in the scale and scope of the 14-19 workload is set to continue to increase in the future.

The Education and Inspection Act 2006 gives Education Leeds through the delegation of responsibilities by the local authority (DCS) the strategic lead for securing the 14-19 entitlement for young people by ensuring the full range of 14-19 opportunities are available within Leeds. This involves the 14-19 Team working closely with the Learning and Skills Council on strategies and structural changes to educational arrangements for 14-19 year olds. The Team are also working closely with staff in schools, FE colleges, training providers and voluntary, community and faith sector organisations and other agencies, as well as colleagues in other teams in Education Leeds and the Council to transform outcomes for young people.

Members of the team are focused on improving the achievement and progression of 14-19 learners by providing the strategic and operational lead on a wide range of areas including: the development of 14-19 partnerships; introduction of the new 14-19 curriculum in particular the specialised Diplomas; 14-19 Area Prospectus and Common Application Process; funding and quality assurance of 14-16 vocational and work-related learning; e-ILPs, learner support and the engagement of young people in employment, education and training.

Administration - Social Inclusion

The Team are the first point of contact for Social Inclusion Service - they are responsible for co-ordinating administrative duties across all teams, responding directly to queries where possible, ensuring that appropriate referral is made where necessary. Maintaining referral information and case files, processing and advice on statutory Assessment and Review processes, applications for Child Work Permits and Entertainment Licences recording of Exclusion data, mislocated pupils and pupils educated other than at school.

Admissions and Transport

Admissions
The Admissions Service acts as the admission authority on behalf of Leeds City Council and provides a full range of advice and support on all admissions issues including policy development, annual admission into primary and secondary schools, school appeals, in-year transfers and advice to parents and schools. The Service also undertakes all the statutory requirements in relation to school admissions.

Transport

The Transport team is responsible for policy and strategic planning for the transport of pupils/students to their place of education, in line with statutory requirements. This includes door to door transport for children with Special Needs and mainstream transport, by bus, to school or college. The Transport Team also assesses whether free or assisted transport is appropriate and ensures its provision, in compliance with Education Leeds policy.

ArtForms

What is ArtForms?

ArtForms is the music and arts initiative within Education Leeds. We are a central focal point for all Leeds schools to access arts expertise, resources, information, support and guidance.

There are 3 broad strands to our work:

Music
– a wide range of music tuition, special projects and workshops and live performances are available to schools, delivered by a regular team of teachers employed by the service and in partnership with other external musicians and organisations. The Gordon Parry Centre in partnership with YAMSEN is a centre of excellence and resources designed to support music making for pupils who have special needs.

Artemis
– is a free service to schools allowing them to borrow from a collection of over 10,000 artefacts to support a vast range of teaching topics. Linked to Artemis is the Schoolroom at Armley Mills, which brings history alive by allowing classes to experience life in a 1940’s or Victorian schoolroom.

Arts Development
– promotes a range of opportunities supporting high quality learning in and through the arts. Arts Development holds a large database of artist contacts and a key aspect of the work is to support schools in developing and planning their programmes and to identify appropriate artists. Schools can also apply for a range of centrally developed programmes delivered in partnership with artists and arts organisations.

Behaviour Inclusion Support

The Behaviour and Inclusion Support Team work in partnership with schools and other services to ensure individual pupils’ needs are supported. Individual pupils are effectively supported back into the most appropriate educational provision, preferably within their local mainstream school. Individual staff skills are enhanced and developed to support pupils with challenging behaviour. Effective advice and support is given to schools to manage whole-school behaviour initiatives and developments. Schools are supported to assess and develop best practice in individual and whole-school behaviour management.

Building Schools for the Future

BSF is a government initiative which aims to rebuild or refurbish educational facilities for every secondary pupil over the next 10-15 years. In February 2004, Education Leeds received confirmation of its success in the BSF Wave 1 expression of interest. Since then the BSF Team has been set up to develop this bid and ultimately deliver a programme of new build and refurbished secondary educational facilities.

Business Support Centre - Payroll Co-ordination

The Business Support Centre provides a full payroll service for all schools and for Education Leeds. This includes all pay matters for individual staff, application of statutory notifications, accounting to pension and AVC providers annually, application of sickness and maternity schemes and statutory returns (e.g. 618g, Inland Revenue). The service also generates contracts of employment, including variations to contract and application of conditions of service.
